Malaysia Introduces Solar ATAP

Published on 26 September 2025by
ATAP brings more flexibility and inclusivity, but details on SMP-based offsets are still to be clarified. Read here to compare.

The government has announced the Solar Accelerated Transition Action Programme (Solar ATAP), a new rooftop solar scheme launching 1 December 2025 to replace the NEM programme.

Under Solar ATAP, users can now install solar systems up to 100% of their maximum demand with no quota limit. Instead of the fixed 1-to-1 offset used under NEM, surplus energy exported to the grid will be credited based on the System Marginal Price (SMP), a dynamic rate that changes according to market demand.

Solar ATAP aims to accelerate Malaysia’s green energy transition, making rooftop solar more accessible and market-driven for homes and businesses alike.
